The base game is a great foundation, but it essentially requires multiplayer for anything other than creating your own scenarios and playing by yourself against mediocre bots, and if you want to play multiplayer, 99% of the servers require mods, but getting mods doesn't work because Bohemia Interactive have for some reason decided to hijack and then completely destroy the modding system, by making mods availble...
