What drives the score

How to read this

Grades run S to D, read from the buyer's side. ▲ marks a lift, ▼ a drag or a dock, ? an input we do not have, • a fact this genre's score does not use. How the grades work

Raising the score
Value$1.12/hr
Price per hour of game. It moves the score inside the ceiling reviews set
Replayability~150h to replay
Steam Workshop mods and replay time. The value score counts hours well past the 25h main story
Holding it back
Reviews85% positive
Gates the score. Weak reviews cap it, and nothing reaches BANGER without strong ones
Refunds10 of 462 reviews
Well above the typical game's share of reviews from refunded buyers, so the score takes a small dock
For context
Length25 hours
How much game you get. Hours feed the value per dollar
Reach75K+ owners
How many own it, by SteamSpy's estimate (an old snapshot). Context here: this game's score does not use it
MonetizationNot known
No monetization record for this game, so nothing is assumed either way
AI contentNone disclosed
From the developer's own Steam disclosure. No disclosure is not proof of none, so it does not move the score

The value story

It has never been cheaper than $27.99. That was September 2026. 50 discounts in the 7 years on record. They run about 55 percent off, roughly 6 weeks apart.

On value it sits in the top 4 percent of its genre. It is pricier than 99 percent of its genre, and better reviewed than 88 percent. Among the games that feel like it, Wargame: Airland Battle ($19.99, scores 74) beats it on value, while it beats SuperPower 3 ($7.49, scores 0).

Of the 462 Steam-purchase reviews this site sampled, 10 come from buyers who refunded the game, sampled from reviews written March 2020 to August 2026. That is more refunded reviewers than 8 in 10 paid games this site has sampled to the same depth, and among the 2,725 games in its genre sampled this deeply, 302 have a larger share. The typical game sits near 5 in 1,000, so the score docks it. 1 of the 10 refunded reviewers was past Valve's two-hour window when they wrote the review. Inside the two-hour refund window, 63 percent of the 164 reviews written there were positive, against 85 percent overall, and those are 12 percent of everything written about it.

Finishing takes 25 hours; clearing it takes 300, which is 12 times the campaign.

What players say

This is not a game. this is a sandbox for mil enthusiasts who could not enlist. Insane depth of knowledge, weapon systems and tactics. UI is dated and getting started is a journey, but so worth it. Not everyone's cup of tea, needs you to focus and learn the sim like a proper software. As a naval ASW player, this is the best I could ask for. I just hope they give programmatic access to connect AI agents to CMO for...

I was early on playing the original Harpoon game in around 1989'ish. CMO is a strategic game on a real-world platform. The developers have taken almost every country that has a military, researched its military weapons and support equipment and put it all together. There is no shortage of playable scenarios built by the developers and way-many player-inspired games. If you are like me, I enjoy developing (scenario...

Extremely complex and dialed in when it comes to war simulation. Hard learning curve but very fun once you get it.
