I just bought this game. Now you can play under Windows 10. I love this game so much, but when the Windows 10 came out this game became very very slow. It has nothing to do with the graphic card. I tried so many things including upgraded my VGA card to the best one. It still didn't work. I guess they fixed this issue. I played Chinese version of this game before. I don't know why it's not available here in Steam...
