The value story
September 2018 is where it bottomed out, at $4.94. Its cuts run 50 percent off as a rule. There have been 63 in the 10 years tracked, about 7 weeks apart.
On value it sits in the top 1 percent of its genre. It is pricier than 83 percent of its genre, and better reviewed than 99 percent. Among the games that feel like it, TIS-100 ($6.99, scores 96) beats it on value, while it beats Infinifactory ($24.99, scores 91).
The math says it holds its tier up to $43.15, and you are being asked for $14.99.
3 of the 205 Steam-purchase reviews sampled here come from buyers who refunded the game, sampled from reviews written March 2020 to August 2026. Inside the two-hour refund window, 85 percent of the 523 reviews written there were positive, against 95 percent overall, and those are 14 percent of everything written about it.

What players say
TL;DR: 7.5 / 10 Unless you're super into (a) old-school circuit hardware programming or (b) Guangdong city names, this is not the game to start your Zachtronics journey. If you've already gleefully set out on that journey of engineering optimization, Shenzhen I/O is a worthy trail to follow. There's no logical justification for my complaints about the work-like nature of Papers, Please but celebration of Shenzhen...
Would highly recommend, though only if you have a prior understanding of basic programming concepts.
