I honestly wish there was a neutral rating on steam. This game is odd because it does a lot right, but also has a lot of issues that will turn off some players. This is made ever the more clear by the mixed rating on steam. This is the kind of game where, if you're going to try running it on a modern PC, there is a good chance that it will crash on the title screen due to compatibility issues.
