Free on Steam means four different things and the flag cannot tell them apart. A finished free game, episode one of a paid series, a demo wearing a full store page, and a live-service game that will ask for money in twenty minutes all set the same flag. The arithmetic is the other problem. Free is a price of zero and you cannot divide by it, so a free game's score leans almost entirely on review quality and length, and the ceiling comes down with it. At 78 it is 286, and 167 of those have no verified length at all.
Doki Doki Literature Club is a 94.7 with 225,051 reviews and 4.2 hours, and I am not going to say anything else about it. The Expendabros is a 94.9, an actual Broforce spinoff that Devolver gave away in 2014 as a movie tie-in and then just left up.
