One clause, no filters: BANG 92 or higher. That is 234 games out of 94,959, a quarter of one percent. I picked 92 over 90 because 90 lets in 346 and it stops reading like a shortlist. 95 would cut it to 113. That is defensible and I may still move it.
The Room Two leads the whole site at 99.7. It is a 3.1 hour puzzle box, 21,663 reviews, almost all of them positive. STEINS;GATE is 99.4 for 26.2 hours. Detroit: Become Human is 98.5, twelve hours, 257,105 reviews, and the only big budget game anywhere near the top.
Notice what price does to that order. Price is a live input to the score, so a deep enough cut can push an expensive game onto this list and the end of a sale can drop it straight back off, with nothing about the game having changed. A title that never discounts sits permanently below one that does. Read the order as a snapshot. The list also skews short. A three hour game at a dollar beats a sixty hour game at sixty dollars on every value term I compute, and I have not found a fair way around that.
