Buy it once and own all of it, with no in-game spending on PCGamingWiki's record.
The spending check is PCGamingWiki, a wiki where people document how each game charges. A game the wiki documents nothing about has not been checked, so it is left out rather than called clean. Of the 960 games that score 85 or better, 617 have nothing documented about how they charge, and 14 of the rest list some in-game spending. What is left, a documented clean bill plus a BANG of 85 or better, is 329 games. I set the score bar at the BANGER line instead of the lower bar I use on softer lists, because the score is the part doing the work.

Here is the soft part. People write the wiki, so a small game that added a quiet cosmetic shop after its entry was written can still pass. The list goes by the wiki alone: a game whose Steam page lists in-app purchases the wiki missed stays on it, though its score gets no credit for being clean. Coverage leans to well-known games, and an obscure game nobody documented never appears here however clean it is. The cut also says nothing about DLC, which is how most premium games actually take a second payment from you. If your real complaint is a forty dollar season pass, this list will not help.
Hexcells is 97 and runs 1.9 hours, and there has never been anything to buy inside it. STEINS;GATE is 93.3 and 26.3 hours of visual novel.
